The Case:
The Health and Human Services (HHS) Departments in most American States provide essential services, primarily in the form of medical and / or financial assistance to citizens who meet pre-determined income or socio-economic guidelines. In this case study, the HHS of an East Coast State has recently installed a new medical claims processing system to determine if a citizen is eligible for services, if the state medical program covers the fees, and if the payment amount is calculated accurately. However, the system quickly faltered after “going live.” Claims are not being processed, doctors and hospitals are not being paid, and political pressure is mounting for the agency to rectify the situation.
The State Controller, concerned about significant financial problems the system has caused, has asked for a team of consultants to meet with the project’s Executive Leadership team* to discuss the key issues and begin assessing the program features for a follow-up engagement.
*The Executive Leadership team includes the Governor, two Department Commissioners, the State CIO, State Controller and the State’s Chief Financial Officer.
