As Chief Financial Officer, Eric Howell is responsible for corporate financial planning and management. He joined Chemonics in 2005 as a director in the Europe and Eurasia region, overseeing projects in Kosovo, Tajikistan, and Kyrgyzstan. Prior to working for Chemonics, Mr. Howell served as chief of party for a land privatization project in Ukraine and a privatization project in Belarus, and worked as an investment banker for Salomon Smith Barney in New York and Hong Kong.

Meral Karan-Delhaye is an international development specialist with nine years experience supporting governance and economic development programs worldwide. Over her four years at DAI, she has managed eight programs in Azerbaijan, Bosnia-Herzegovina, West Bank/Gaza, Nigeria and US-based contracts and is currently the project manager for the USAID Parliamentary Program in Azerbaijan. In 2008, she served as Program Manager for Nigeria REFORMS, a USAID policy reform program. Before joining DAI, Ms. Karan worked for several international NGOs including Synergos Institute and Kenan Institute for Private Enterprise, supporting public private partnerships for economic development. She holds a Master of Public Policy from Georgetown University.

Mauricio Moura is an investment officer at the IFC-World Bank Group’s Treasury VPU department. Mr. Moura holds a in Economics of Public Sector from Fundacao Getulio Vargas-Brazil and George Washington University, a Master of Arts from the University of Chicago, and a BA in Economics from the University of Sao Paulo. Mr Moura has worked for international finance organizations such as BankBoston, Unibanco and United Nations.
